The 2 burners share the power used by the cooktop to balance out how much heat goes to each burner to prevent overheating. This means that there are a total of 10 heat levels for the entire cooktop, and a single burner used by itself can be set to a maximum of level 10. But when using both burners, the combined heat level cannot exceed 10. If one burner is increased from level 5 to level 6, the second burner will decrease from level 5 to level 4, keeping an even maximum heat level of 10 across both burners.
